Document Control Desk Page 2 Renewed Operating License (OL) and Technical Specifications (TS) to increase the maximum power level authorized from 1775 megawatts thermal (MWt) to 1870 MWt.
The Monticello Extended Power Uprate (EPU) application was supplemented during acceptance review on May 20, May28, May 30, June 3, June 5, and June 12,2008 by References 2, 3, 4, 5, 6, and 7. In a teleconference held June 20, 2008, the NRC staff stated that the application lacks sufficient information in some areas to allow the staff to proceed with its detailed technical review. Therefore, NMC is withdrawing the referenced request for the license amendments with plans to resubmit at a later date.
The revised application may refer to information previously submitted.
Commitments made for the grid stability summary and TSTF-493 in Reference 1 and a commitment made for responses to the lnstrument and Control Branch acceptance review questions in Reference 5 will be cancelled. The content of the lnstrument and Control Branch questions will be considered for inclusion into the new extended power uprate submittal.
NMC understands that, in response to this request for withdrawal, the NRC will document the results of the staffs acceptance review, indicating the areas for which additional detail is required for acceptance. Additionally, further pre-application meetings may be scheduled to discuss the technical areas lacking sufficient information.
Commitment Summary This letter makes no new commitments and cancels four existing commitments made for the Monticello extended power uprate. These commitments are listed below.

The NMC will submit a summary of the MISO grid stability study completed for the electrical output for the first implementation phase of the EPU. This summary will be submitted by June 30, 2008.

Continue resetting Limiting Safety System Settings (LSSS) setpoints within the specified tolerances (as-let? criteria) until the Technical Specification Task Force's TS change pertinent to instrument setpoints
[i.e., TSTF-4931 has been approved by the NRC and assessed for applicability to Monticello.

Assess applicability of the Technical Specification Task Force's TS change pertinent to instrument setpoints [i.e., TSTF-4931, when approved by the NRC, to determine whether changes to Monticello's licensing basis are necessary.
