Request for Extension of Completion Date for Resolution of GL 2004-02 Arkansas Nuclear One - Unit 1 Docket No. 50-313 License No. DPR-51
Dear Sir or Madam:
By letter dated April 30, 2008 (0CNA040804), the NRC approved an extension for actions associated with Generic Letter (GL) 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors, for Arkansas Nuclear One, Unit 1 (ANO-1). This extension was requested in Entergy correspondence dated April 24, 2008 (1CAN040804) which referenced a previous extension dated November 7, 2007 (0CAN110701).
The NRC correspondence dated April 30, 2008, contained approval to complete the ANO-1 analyses in support of GL 2004-02 resolution in order to update the licensing basis by June 30, 2008, and to provide the final GL 2004-02 supplemental response by July 31, 2008. Entergy anticipates completion of the actions necessary to support GL 2004-02 resolution by June 30, 2008, with the exception of a downstream effects analysis on the high pressure (HPI) injection pump. Entergy does not anticipate failure or adverse analysis results for the remaining pump analysis based on discussions with the vendor and their review of the debris loads to be addressed.
Due to difficulty in establishing an accurate model for the HPI pump by the original vendor contracted to perform this work, it has been transferred to the pump vendor with an expedited contract. Offers of additional expediting incentives to improve delivery schedules were not accepted by the pump vendor due to limited expertise and competing priority workload. It has been Entergys recent experience that scheduled completion dates from supporting vendors have experienced numerous delays.

Page 2 Entergy is not confident that all documents can be completed and approved to support the current schedule. In addition, Entergy has combined the documentation necessary to support GL 2004-02 into an integrated design package to implement the design bases changes. Since significant difficulty would be involved in revising the currently integrated design package to implement without the HPI analysis, Entergy requests extension of the overall compliance date even though the specific issue has a relatively narrow scope.
In the November 7, 2007, correspondence, Entergy provided the technical and schedule basis for the extension request. Therefore, Entergy requests an extension until August 15, 2008, to finalize the analyses to support GL 2004-02 resolution including updating the ANO-1 licensing basis, and until September 15, 2008, to provide the final supplemental response.
