Dear Mr. Tynan:
By letter dated October 12, 2007, to the U.S. Nuclear Regulatory Commission (NRC), Southern Nuclear Operating Company, Inc. (SNC, the licensee), submitted the spring 2007 steam generator (SG) tube inspection report performed at Vogtle Electric Generating Plant, Unit 2 during the twelfth refueling outage (2R12) (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML072880102), supplemented by request for additional information dated February 25, 2008, (ADAMS Accession No. ML080570195). The NRC staff reviewed the submitted information and concluded that the licensee provided the information required by Vogtle Electric Generating Plant, Unit 2 Technical Specifications and that no additional information is required at this time.

SUMMARY
OF THE U.S. NUCLEAR REGULATORY COMMISSION STAFF REVIEW OF THE STEAM GENERATOR TUBE INSERVICE INSPECTION REPORTS FOR REFUELING OUTAGE 12 TAC NO. MD7228 DOCKET NO. 50-425 By letter dated October 12, 2007, to the U.S. Nuclear Regulatory Commission (NRC),
(Agencywide Documents Access and Management System (ADAMS) Accession No. ML072880102), Southern Nuclear Operating Company, Inc. (SNC, the licensee), the licensee, submitted information summarizing the results of the 2007 steam generator (SG) tube inspections performed at Vogtle Electric Generating Plant, Unit 2 (Vogtle 2) during refueling outage 12 (2R12). Additional information regarding the 2007 Unit 2 steam generator tube inspections was provided by the licensee in a letter dated February 25, 2008 (ADAMS Accession No. ML080570195).
Vogtle 2 has four Westinghouse Model F SGs (denoted SG 1 through SG 4). Each SG contains 5,626 thermally treated Alloy 600 tubes with a nominal outside diameter of 0.688 inches and a wall thickness of 0.040 inches. The tubes were hydraulically expanded at both ends for the full length of the tubesheet and are supported by seven stainless steel tube support plates with quatrefoil-shaped holes and a flow distribution baffle. The U-bend region of the tubes in rows 1 through 10 was thermally stress relieved after bending.
The licensee provided the scope, extent, methods, and results of the Vogtle 2 SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (i.e.,
tube plugging) taken in response to the inspection findings. Only the tubes in SGs 2 and 3 were inspected this outage.
The NRC staff has the following notes as a result of reviewing the aforementioned submittals:

The Vogtle 2 SGs have accumulated approximately 192.7 effective full power months (EFPM) of operation. At the time of the 2R12 outage, the SGs had operated approximately 57.7 EFPM in the 90-EFPM sequential period.
- 2.
All four SGs were chemically cleaned during 2R12. The Consolidated Edison Combined Inspection and Lance (CECIL) system was deployed in all 4 SGs after the chemical cleanings were completed. Inspections performed after the CECIL cleaning revealed only residual amounts of hard deposit on the top of the tubesheet. Visual inspections were performed at the uppermost tube support plate in select columns in the SGs. These inspections showed the lobes of the quatrefoil-shaped holes to be clean and open. No anomalous conditions were observed during these inspections.

No crack like indications were detected during this outage.
Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by the technical specifications. In addition, the NRC staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
