Dear Mr. Bell:

By letter dated September 10, 2007, the Nuclear Energy Institute (NEI) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review its proposed topical report, NEI 07-08, Generic Final Safety Analysis Report Template Guidance for Ensuring that Occupational Radiation Exposures are as Low as is Reasonably Achievable, Revision 0. The template was revised based on comments provided by the staff and Revision 1 was submitted to the NRC on February 26, 2008. The staff has determined that additional information is necessary to complete its review. An electronic copy of the enclosed request for additional information (RAI) was transmitted to Ralph Andersen of NEI. Although this RAI has already been provided to you electronically, we will not expect a response until 30 days following the date of issuance of this letter; therefore, please let me know if you will not be able to provide your written reply within that time period.

Requests for Additional Information for Nuclear Energy Institute Template 07-08, Revision 1 Generic FSAR Template Guidance for Ensuring that Occupational Radiation Exposures are as Low as Reasonably Achievable February 2008

1. In Section 12.1.1 Operational Policies, second paragraph (page 1), has an error in that it lists (Reference 12.1-7) instead of the correct reference from page 5 - (Reference 12.1-8) which is the correct reference for Regulatory Guide (RG) 8.10.

Suggested fix: Correct the listed reference.

2. In Section 12.1.2 Regulatory Compliance, first paragraph, (page 1) RG 1.33 is not included in the section describing all the RGs with which the NEI 07-08 Template complies.

Suggested fix: Modify the wording in Section 12.1.2 (page 1) to include RG 1.33.

3. In Section 12.1.3 Operational Considerations, Plant Modifications, second paragraph, (page 3). The discussion of the review of plant modifications does not state that actions based on experience gained from using the original equipment should be taken or considered when replacement equipment is specified [RG 8.8, Section C.1.d.(3)]. The section only requires a review or further review, but no actions if warranted by as low as reasonably achievable concepts.

The section also appears to lack any inclusion of the management commitment concept described in RG 8.10 [RG 8.10, Section C.1.f.] encouraging modifications that will result in a substantial reduction in exposures at a reasonable cost.

Suggested fix: Revise the paragraph described above to address the comments.

4. In Section 12.1.3 Operational Considerations, Work practices, first bullet, (page 3) the discussion of the monitoring requirements refers to thermoluminescence dosimeters and current practice is for many licensees to use an optically stimulated luminescent dosimeter.

Due to the changing nature of technology, a generic term such as, dosimeter of legal record or appropriate dosimetry would better serve to convey the monitoring needs intended.

Suggested fix: Replace with a generic term similar to that as stated above.

Editorial RAIs:

1. (Page 4, Section 12.1.3), in the ninth bullet, use a term such as activated corrosion products instead of crud. Or define crud. Although the term is well known by plant workers, it is not defined in the body of the template.
