Dear Mr. Blevins:
By [[letter::CPSES-200700130, License Amendment Request (LAR)06-009, Revision to Technical Specification (TS) 3.8.1, AC Sources - Operating, Extension of Completion Times for Diesel Generators|letter dated January 18, 2007]], as supplemented by letters dated November 15 and November 28, 2007, TXU Generation Company LP (subsequently renamed as Luminant Generation Company LLC, the licensee) applied for an amendment to the Comanche Peak Steam Electric Station, Units 1 and 2, Facility Operating License Nos. NPF-87 and NPF-89, respectively. The proposed change would have modified the facility technical specifications (TSs) pertaining to TS 3.8.1 to extend the 72-hour completion time for one inoperable diesel generator to 14 days, provided an alternate AC [alternating current] power source was available.
Subsequently, by [[letter::CP-200800183, Withdrawal of License Amendment Request (LAR)06-009, Revision to Technical Specification 3.8.1, AC Sources - Operating, Extension of Completion Times for Diesel Generators|letter dated January 30, 2008]], you withdrew the amendment request.
The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating Licenses with the Office of the Federal Register for publication.

7590-01-P UNITED STATES NUCLEAR REGULATORY COMMISSION LUMINANT GENERATION COMPANY LLC DOCKET NOS. 50-445 AND 50-446 NOTICE OF WITHDRAWAL OF APPLICATION FOR AMENDMENT TO FACILITY OPERATING LICENSES The U.S. Nuclear Regulatory Commission (NRC, the Commission) has granted the request of Luminant Generation Company LLC (the licensee) to withdraw its January 18, 2007, application for an amendment to Facility Operating License Nos. NPF-87 and NPF-89 for the Comanche Peak Steam Electric Station, Units 1 and 2, located in Hood County, Texas.
The proposed amendment would have revised Technical Specification 3.8.1 to extend the 72-hour completion time for one inoperable diesel generator to 14 days, provided an alternate AC [alternating current] power source was available.
The Commission had previously issued a Notice of Consideration of Issuance of Amendment to Facility Operating Licenses, Proposed No Significant Hazards Consideration Determination, and Opportunity for a Hearing, published in the FEDERAL REGISTER on April 10, 2007 (72 FR 17952). However, by [[letter::CP-200800183, Withdrawal of License Amendment Request (LAR)06-009, Revision to Technical Specification 3.8.1, AC Sources - Operating, Extension of Completion Times for Diesel Generators|letter dated January 30, 2008]], the licensee withdrew the proposed change.
