SUBJECT:

SUMMARY

OF THE APRIL 9, 2008, PUBLIC MEETING TO DISCUSS THE 2007 FERMI UNIT 2 END-OF-CYCLE PERFORMANCE ASSESSMENT On April 9, 2008, the Nuclear Regulatory Commission (NRC) held a public meeting at the Monroe County Board of Commissioners Chambers in Monroe, Michigan. The meeting was between NRC Region III management and Detroit Edison Company representatives to discuss the NRCs 2007 End-of-Cycle Assessment of the Fermi Power Plant Unit 2 safety performance.

The results of that assessment were discussed in a letter to the licensee dated March 3, 2008 (ADAMS ML080600499).

The NRC began the meeting with an overview of the NRC and the nuclear industry, the NRCs Reactor Oversight Process (ROP), and national ROP results. This was followed by a summary of the NRCs assessment of Fermi Unit 2 performance in 2007. The NRCs meeting presentation slides can be found in ADAMS at ML080990717. A list of principal meeting attendees can be found in the attached enclosure.

The licensee then provided a response to the NRCs assessment and briefly addressed its plan to address the newly opened substantive cross-cutting issue in human performance. In summary, the licensee concurred with the NRC assessment that Fermi Unit 2 was operated in a manner that preserved the safety of the public and the environment.

At the end of the meeting, members of the public were given the opportunity to ask questions of NRC officials. Several members of the public asked questions that covered evacuation plans and routes, emergency diesel generator performance, spent fuel, numerous event reports, new reactor licensing, and attendance at NRC exit meetings.
