Turkey Point Assessment Results (Jan 1 - Dec 31, 2007) z Overall, Turkey Point Units 3 and 4 operated in a manner that preserved health and safety and fully met all cornerstone objectives.

Plant performance for Turkey Point Unit 3 was within the Licensee Response Column of the NRC Action Matrix for the last two quarters of CY 2007 and within the Regulatory Response column for the first two quarters of CY 2007. No safety significant Findings or Performance Indicators were identified in 2007.

z A Supplemental Inspection for Unit 3 was conducted using Inspection Procedure (IP) 95001, Inspection for One or Two White Inputs in a Strategic Performance Area, to evaluate actions from a loss of decay heat removal event that occurred in 2006. No additional findings of significance were identified and the White finding was resolved.

Substantive Cross-Cutting Issue in Problem Identification and Resolution (PI&R)

Identified in mid-cycle 2006 assessment.

Focused inspection in December 2007 noted some improvements. Some important corrective actions had not been fully implemented.

Green findings with cross-cutting aspect in PI&R demonstrate underlying weakness that requires continued management involvement.

Cross-cutting issue remains open. An independent assessment of your corrective actions is requested.

Turkey Point Annual Assessment Summary January 1 - December 31, 2007 z FPL operated Turkey Points Units 3 & 4 in a manner that preserved public health and safety.

z All cornerstone objectives were met. Substantive cross-cutting issue in Problem Identification and Resolution will remain open and licensee action is requested.

z NRC plans baseline inspections at TP for the remainder of the assessment period. An additional problem identification and resolution inspection was conducted in March 2008 and no findings were identified. A baseline PI&R inspection will be conducted in June 2008.
