Dear Sirs:

The Technical Specification Task Force (TSTF) submitted Revision 2 of TSTF-425, Relocate Surveillance Frequencies to Licensee Control - RITSTF initiative 5 to the Nuclear Regulatory Commission (NRC) by letter dated January 17, 2008, (Agencywide Documents and Management System (ADAMS) Accession No. ML080280272). This revision to TSTF-425 responded to the NRC staff requests for additional information on TSTF-425, Revision 1 provided by letter dated October 2, 2007, (ADAMS No. ML072120630). The changes outlined in TSTF-425 Rev. 2 pertain to technical specifications requirements to ensure compliance with 10 CFR 50.36(d)(3) surveillance requirements relating to test, calibration, or inspection to assure that the necessary quality of systems and components is maintained, that facility operation will be within safety limits, and that the limiting conditions for operation will be met. Surveillance requirements, applicability and bases are identified in the Standard Technical Specifications and Bases for Babcock & Wilcox Plants (NUREG-1430), Combustion Engineering Plants (NUREG-1432), General Electric Plants (NUREG-1433 and NUREG-1434) and Westinghouse Plants (NUREG-1431).

In consideration of the NRC intention to have a complete and thorough review process for all TSTFs, the NRC staff review of TSTF-425, Rev. 2 will exceed the current scheduled dates by 60 days. The revised milestones target completion dates for the Federal Register Notification for Comment and Notice of Availability is tentatively scheduled for May 28, 2008 and August 28, 2008, respectively.
