MILLSTONE POWER STATION UNITS 2 AND 3 SPECIAL REPORT FOR INOPERABLE METEOROLOGICAL TOWER 142 FOOT WIND SPEED Pursuant to reporting requirements of the Millstone Power Station Unit 2 (MPS2) and Unit 3 (MPS3) Technical Specifications (TS) Administrative Control section 6.9.2, Dominion Nuclear Connecticut, Inc. (DNC) hereby submits a Special Report for the number of operable meteorological monitoring channels less than required by Technical Requirements Manual (TRM) Table 3.3-8 (MPS2) and Table 3.3.3.4-1 (MPS3). Both MPS2 and MPS3 TRM's state that with one or more required meteorological monitoring channels inoperable for more than 7 days, prepare and submit a Special Report to the Commission within the next 10 days outlining the cause of the malfunction and the plans for restoring the channel(s) to OPERABLE status.
On February 22, 2008 at 1729, instrumentation related to wind speed at the 142 foot level (WS142) of the Millstone Meteorological Tower (Met Tower) was declared inoperable when the instrument became unresponsive due to freezing.
The trouble shooting plan involves climbing the tower, inspecting, repairing and calibrating the instrumentation as necessary. However, as related in DNC letter Serial No. 08-0033, dated January 30, 2008, the Met Tower safety climb system was deemed unusable due to deterioration. Replacement of the climbing system is ongoing during the week of March 3, 2008. Wind speed instrumentation is scheduled to be repaired and operable by March 14, 2008.
The actions associated with the restoration of both the WS142 instrumentation as well as replacement of the safety climb system are being tracked by DNC's corrective action program. Consistent with the requirements of the TRM, all releases of gaseous radioactive material from the MPS2 radwaste decay tanks have been suspended until WS142 instrumentation has been restored to OPERABLE status.
