OF TELEPHONE CONFERENCE CALL HELD ON MARCH 10, 2008, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND SOUTHERN NUCLEAR OPERATING COMPANY, INC., CONCERNING REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Southern Nuclear Operating Company, Inc., held a telephone conference call on March 10, 2008, to discuss and clarify the staffs request for additional information (RAI) concerning the Vogtle Electric Generating Plant, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs RAIs. provides a listing of the participants and Enclosure 2 contains a summary of the discussions and a listing of the RAIs; and database questions discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

SUMMARY

OF TELEPHONE CONFERENCE VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION MARCH 10, 2008 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Southern Nuclear Operating Company, Inc., held a telephone conference call on March 10, 2008, to discuss and clarify the following request for additional information (RAI) concerning the Vogtle Electric Generating Plant (VEGP), Units 1 and 2, license renewal application (LRA).

RAI Question 2.4.1-6 NUREG 1801, Volume 2, Item II.A3-5 includes locks, hinges and closure mechanism subject to Aging Management Review (AMR.) In its response to this RAI, VEGP stated that locks, hinges and closure mechanisms do not require aging management. Locks, hinges and closure mechanisms are part of the host component (equipment hatch, personnel airlock) and their integrity is required for maintaining containment leak-tightness. These components are not active and they perform an intended function as described in 10 CFR 54.4 and 10 CFR 54.21.

They should be considered in-scope as intended in NUREG 1801. In addition, VEGP LRA Table 3.5.1, Item 3.5.1-17 should be revised to reflect this change or provide justification as to why they can be considered out of scope.

Discussion:

Following discussion with the applicant, the License Renewal Application (LRA) will be updated in a forthcoming amendment. This update will modify the discussion column of Table 3.5.1.

The modification will delete the active component discussion of Item 3.5.1-17 and describe that the components are subject to an Aging Management Review (AMR) under Appendix J and Technical Specifications requirements along with the host equipment. These changes would be acceptable to clarify the AMR of these components.

RAI Question 2.4.1-11 The makeup water wells are the primary source of supply for fire protection as stated in VEGP FSAR Section 2.4.12.1.3.1.

In accordance with 10 CFR 54.4(a)(3), all SSCs relied on in safety analyses or plant evaluations to perform a function that demonstrates compliance with the Commission's regulations for fire protection shall be considered in-scope.

In its response to RAI-2.4.1-11, VEGP only addressed 10 CFR 54.4(a)(2) criteria. The response did not address compliance with 10 CFR 54.4(a)(3). There should be a discussion whether or not credit has been taken for makeup well water for plant fire protection system. If so, makeup water wells should be considered in-scope.

ENCLOSURE 2

Discussion:

The use of the word "primary" in the FSAR is the issue on this question. Discussion indicates that NUREG 1800, Table 2.1-2 describes that for 10 CFR 54.4(a)(3), an applicant need not consider second level support systems in the scope of license renewal. The Vogtle FSAR Table 9.5.1-10 lists the Fire Water Storage Tanks as the credited source of water for the fire protection system. No surveillance requirements are listed for the makeup water wells and no credit is taken for their use. Based on this information no additional clarification or changes to the response to this RAI is required.

RAI Question RAI 2.4.12-1 In Section 2.4.12 "Component Supports and Bulk Commodities" of the LRA under the heading of "Supports for Emergency Diesel Generator (EDG), HVAC System Components, and Other Miscellaneous Equipment" (Page 2.4-45 of the LRA), it is stated that vibration isolator components are evaluated in this group due to the nature of the supported equipment. Page 2.4-43 of the LRA also mentions vibration isolators. These statements indicate that there are vibration isolators at the interface between the equipment (e.g., EDG) and support structure.

However, in its response to RAI 2.4.12-1 VEGP states that there are no vibration isolator elements which require an AMR. Please provide clarification.

Also, VEGP agreed to change 'roof membrane' to 'waterproofing membrane' in Table 2.4.12.

This change should also apply to the Table 3.5.2-12, Item 28.

Discussion:

The applicant agrees to revise the LRA to remove from page 43 and page 45, "vibration isolators" to clarify that Vogtle does not utilize vibration isolators. This information will be included in an LRA amendment.

The references to "roof membrane" will also be changed to "waterproofing-membrane" in the LRA amendment.

Clarification on Section 4.5:

The 60 years of operation may not coincide with years after the initial Structural Integrity Test (SIT). All curves in Section 4.5 are based on years after the initial SIT which may underestimate the end date of regression analysis. Please provide clarification.

Discussion:

The difference between the initial SIT date and the commercial date is approximately 4 months for each unit at Vogtle. Discussion indicates that the effect of this 4 month difference on the results of the regression analysis shown in Section 4.5 of the LRA will be insignificant (i.e, the prestress in both the vertical and hoop tendon groups will remain above the applicable minimum required values for 60 years of operation). The staff will not require an RAI at this time.
