Dear Sir or Madam:

The purpose of this letter is to provide Entergy's supplemental response to Generic Letter 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors (PWRs)," dated September 13, 2004 for Waterford 3 (W-3) per NRC letter to NEI dated November 30, 2007. The NRC letter to NEI authorized licensees up to two months beyond December 31, 2007 to provide the supplemental responses.

This submittal has been prepared per the Revised Content Guide for Generic Letter 2004-02 Supplemental Responses dated November 2007.

The supplemental response provides the requested information in the revised content guide and provides responses to open items identified in the NRC-W3 GL 2004-02 audit report dated January 28, 2008. Some of the technical analysis for the GL 2004-02 is not complete.

Accordingly some of the requested information in the content guide and the responses to the NRC-W3 GL 2004-02 audit report open items can not be completed at this time. A complete supplemental response will be provided to the NRC per the NRC extension granted to W3 on December 10, 2007. The strainer head-loss testing and analyses will be completed by the end of Waterford 3 spring 2008 refueling outage RF15 (Mode 1). Entergy will update its licensing basis to reflect resolution of Waterford 3 GSI-1 91 issues within 60 days of completion of the Waterford 3 RF15 (Mode 1). And per the Revised Content Guide, the remaining information (final supplemental response) will be provided to the NRC within 90 days of completion of all actions needed to address GL 2004-02. The final supplemental response will provide the basis for the NRC's final assessment of W3 conformance with GL 2004-02.

W3F1-2008-0018 Page 2 provides the details of the supplemental response and includes proprietary information. The proprietary information was provided to Entergy in a GE Hitachi Nuclear Energy (GEH).transmittal that is referenced by an affidavit. GEH requests the enclosed proprietary information identified in Attachment 1 be withheld from public disclosure in accordance with the provisions of 10CFR 2.390 and 10CFR 9.17. Attachment 2 is the non-proprietary version of the response. Attachment 3 contains the affidavit for withholding the proprietary information contained in Attachment 1.

New commitments contained in this submittal are summarized in Attachment 4.
