Dear Sir or Madam:

In accordance with 10 CFR 26.71 (d), Entergy Nuclear Operations, Inc, (ENO) is providing the Fitness for Duty Program Performance Report for the Palisades Nuclear Plant (PNP) for the period of July 1, 2007, through December 31, 2007.

Enclosures 1 and 2 summarize the test results at the PNP.

In accordance with I 0 CFR 26.73(d), Nuclear Regulatory Commission (NRC) notification is required if the cut-off level for alcohol testing other than random is more stringent than 0.04%. Consumers Power Company (previous licensee) letter dated March 25, 1993, provided notification to the NRC that the alcohol testing cut-off level for testing other than random was 0.005%. On December 14, 2007, E N 0 revised the cut-off level for alcohol testing other than random to 0.04%, consistent with 10 CFR 26 requirements and E N 0 procedures.

Summarv of Commitments This letter contains no new commitments and no revisions to existing commitments.

1. MANAGEMENT

SUMMARY

A. RANDOM TESTING During this reporting period, a total of 318 random tests were conducted with the following results:

Donor Group Random Tests Results Employees 130 Random testing identified no positive drug/alcohol results.

Contractors 188 Random testing identified no positive drug/alcohol results.

The percentage of random tests conducted during this period was 55%.

The positive drug/alcohol rate for 2007 indicates a stable trend for employees and contractors:

Seven individuals were denied access based on positive test results.

6. FOR CAUSEIPOST-ACCIDENT TESTING Three for-cause tests were administered for observed behavior during the reporting period. Two of the test results were negative. One of the test results was positive.

Three for-cause tests were administered post-accident during the reporting period.

The results of all three tests were negative.

D. FOLLOW-UP TESTING No individuals tested positive during "follow-up" testing.

E. APPEALS The appeals process was not initiated during this reporting period.

2. REPORTABLE EVENTS UNDER 10 CFR 26.73 During this six-month interval, Palisades Nuclear Plant encountered no fitness for duty events that required reporting in accordance with 10 CFR 26.73.
