FORT CALHOUN STATION, UNIT 1 - CORRECTION TO AMENDMENT NO. 251 AND ASSOCIATED SAFETY EVALUATION RE: MODIFY TECHNICAL SPECIFICATION REQUIREMENTS TO SUPPORT ADDITION OF SAFETY-RELATED SWING INVERTERS TO 120 VOLT AC BUSES (TAC NO. MD6221)

Dear Mr. Bannister:

On December 17, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 251 to Renewed Facility Operating License No. DPR-40, to the Omaha Public Power District (OPPD) for the Fort Calhoun Station, Unit 1. The amendment consists of changes to the renewed facility operating license and Technical Specification (TS) 2.7(1), Electrical Systems -

Minimum Requirements, TS 2.7(2), Electrical Systems - Modification of Minimum Requirements, and TS 3.7(5), Emergency Power System Periodic Tests - Required Safety Related Inverters. The licensee proposed to add two safety-related swing inverters to the 120 Volt alternating current instrument buses. The TS changes reflect modifications being made to the plant and were needed to take advantage of the additional operational flexibility the swing inverters will provide.

On January 2, 2008, OPPD notified NRC of an inaccuracy in the implementation date for Amendment No. 251 and of a typographical error in the associated safety evaluation. This inaccuracy, on page 2 of the amendment, established a 90-day implementation date from issuance of the amendment that was inconsistent with the OPPD request for implementation prior to startup from the 2008 refueling outage. The typographical error involved a repetition of would revise in the first sentence of second paragraph of Section 1.0, on page 1, of the safety evaluation.

The NRC staff agrees that the modification to the amendment sets the record straight by establishing the appropriate implementation date for the amendment. Likewise, deletion of the repetitive language is an administrative change that should be made. These changes do not change the NRC staffs conclusion regarding Amendment No. 251. On page 2 of Amendment No. 251, Item No. 3 is revised to state, [t]he license amendment is effective as of its date of issuance and shall be implemented prior to startup from the 2008 refueling outage. On page 1 of the safety evaluation, the repetitive language would revise is deleted. Enclosed is a corrected page 2 of Amendment 251 and a corrected page 1 of the safety evaluation. Please discard the associated pages from the prior amendment and safety evaluation and replace them with the enclosed pages.
