Dear Sir or Madam:
This letter supplements a previously submitted amendment request by removing a note from the proposed Technical Specification change.
By the referenced letter, Indiana Michigan Power Company (I&M), proposed to modify the Technical Specifications for Donald C. Cook Nuclear Plant Units 1 and 2 by adding a new Surveillance Requirement. The new Technical Specification Surveillance Requirement would be applicable when offsite electrical power is supplied to a unit via backfeed through the main transformer and the unit is in either Mode 5 or Mode 6, or during movement of irradiated fuel.
The new Surveillance Requirement states that one of two existing Surveillance Requirements, 3.8.1.9.a or 3.8.1.9.b, is applicable under these conditions.
Surveillance Requirement 3.8.1.9.a verifies the capability to automatically transfer the unit electric power distribution system from the auxiliary power source to the preferred offsite circuit. Surveillance Requirement 3.8.1.9.b verifies the capability to manually align the unit electric power system to the alternate offsite circuit.
The new Surveillance Requirement included a note stating "Not required to be performed."
The intent of this note was that the applicable existing Surveillance Requirement, 3.8.1.9.a or 3.8.1.9.b, must be current. Actual performance of existing Surveillance Requirement 3'8.1.9.a or 3.8.1.9.b A-0 f

Nuclear Regulatory Commission AEP:NRC: 8382 Page 2 would not be required unless the previous performance of existing Surveillance Requirement 3.8.1.9.a or 3.8.1.9.b had exceeded specified Frequency requirements or the previous performance of existing Surveillance Requirement 3.8.1.9.a or 3.8.1.9.b had been invalidated.
In response to a question from a Nuclear Regulatory Commission reviewer, I&M determined that the note in the new Surveillance Requirement is not needed to achieve this intent. Accordingly, I&M is providing new Unit I and Unit 2 Technical Specification pages 3.8.2-3, incorporating the previously proposed new Surveillance Requirement but without the previously proposed note. These pages are provided as Attachments IA and IB to this letter, and supersede the pages provided in Attachments 2A and 2B to the referenced letter. Due to the simplicity of the change, new pages marked to show changes from the existing Technical Specifications are not included. I&M intends to delete the paragraph discussing the note from the Technical Specification Bases change that was provided for information in Attachment 3 to the referenced letter.
The evaluation of significant hazards considerations and environmental considerations documented in the referenced letter remain valid because the intent of the proposed amendment is unaffected by this supplement.
The enclosure to this letter provides an affirmation statement. Copies of this letter and its enclosure and attachments are being transmitted to the Michigan Public Service Commission and Michigan Department of Environmental Quality, in accordance with the requirements of 10 CFR 50.91.
