Dear Mr. Huighes:

Tiis letter addresses a 01/14/2008 request for additional information regarding the meth6dsfor adjusting cost estimate's for DECON over the life of the KSU Reactor Facility.

A cost estimate for decommissioning the KSU reactor facilities was previously provided.

The estimate was based on the Oregon State University research reactor data in NUREG/CR-1756, "Technology, Safety, and Costs of Decommissioning Reference.

Nuclear Research and Test Reactors" (March 1982, and Addendum 1, July 1983).

Revisions of the cost estimates for energy, labor, materials and supplies that may be required .verthe life, of the facility will be made using the Bureau of Labor consumer price index (CPI). Where available, calculation tools provided by the Bureau of Labor (or equivalent) Will be used to directly identify the new estimate of cost based on current dollars. If a CPI calculator is not available, costs will be linearly scaled by the ratio of the CPI in 2006 (the assumed most recent update) to the CPI for the year of interest.

Values for the CPI will be taken from the "Consumer Price Index History Table: Table Containing History of CPI-U U.S. All Items Indexes and Annual Percent Changes From 1913 to Piresent," current (Feb 2007) URL of -.. .

Revisions of the cost estimates for disposal of radioactive waste will be based on data from NUREG-13 07, "Report on Waste Burial Charges.'! Since the greatest volume of ADo

(I waste in decommissioning the KSU reactor will be concrete from the biological shield, cost escalation for KSU waste disposal in decommissioning should be proportional to the escalation of costs for disposal of concrete in a PWR biological shield. The compact for which Kansas is a member does not currently have an in-compact waste disposal site, and radioactive waste disposal is contracted through a broker for ultimate disposal at the South Carolina site. Therefore the data for Disposition Costs Using Waste Vendors with Burial Costs at the South Carolina Site Non-Atlantic Compact (NUREG 1307, Rev 12, Table B.21) is an appropriate basis for cost escalation.

Updated cost estimates will be the product of the original cost estimate and an escalati'on factor. The escalation factor will be the ratio of the current value (most current at the time of the update) to the 2006 value corresponding to NUREG 1307 Rev 12 DISPOSAL COST column of Table B.21 (Disposition Costs Using Waste Vendors with Burial Costs at the South Carolina Site Non-Atlantic Compact -- 2006 dollars) for the line entry BIO SHIELD CONCRETE.

In addition, any new update will consider the affect that technological and status changes (e.g. increases or decreases in power history) have on the cost estimate.
