.SPECIAL REPORT FOR INOPERABLE METEOROLOGICAL TOWER DELTA TEMPERATURE (DELTA T)
Pursuant to reportingrequirements of the Millstone Power Station Unit 2 (MPS2) and Unit 3 (MPS3) Technical Specifi.ations (TS) Administrative Control section 6.9.2, Dominion Nuclear Connecticut, Inc. (DNC) hereby submits a Special Report for the number of operable meteorological monitoring channels less than required by Technical Requirements Manual (TRM) Table 3.3-8 (MPS2) and Table 3.3.3.4-1 (MPS3). Both MPS2 and MPS3 TRM's state that with one or more required meteorological monitoring channels inoperable for more than 7 days, prepare and submit a Special Report to the Commission within the next 10 days outlining the cause of the malfunction and the plans for restoring the channel(s) to OPERABLE status.
On January 17, 2008 at 2230, instrumentation related to Delta T at the 374 foot level (DT374) of the Millstone Meteorological Tower (Met Tower) was declared inoperable due to suspected calibration drift under periods of prolonged high moisture or precipitation.
The trouble shooting plan involves climbing the tower and performing tests to simulate weather conditions (moisture) that are suspected of causing the drift, as well as subsequent removal and inspection of the instrumentation. Upon implementation of the trouble shooting plan on January 23, 2008, the Met Tower safety climb system was deemed unusable due to deterioration. Millstone is proceeding with the purchase of a new climbing system that meets 29 CFR 1910.27 OSHA standards. Both the safety climb system and Delta T instrumentation are expected to be repaired and operable by March 31, 2008.
The actions associated with the replacement of both the DT374 instrumentation as well as the safety climb system are being tracked by DNC's corrective action program. Consistent with the requirements of the TRM, all releases of gaseous radioactive material from the MPS2 radwaste decay tanks have been suspended until DT374 instrumentation has been restored to OPERABLE status.
