TENNESSEE VALLEY AUTHORITY-REQUEST FOR ADDITIONAL INFORMATION REGARDING CHANGES TO THE NUCLEAR RADIOLOGICAL EMERGENCY PLAN (TAC NOS. MD7302 THROUGH MD7307)
Dear Mr. Campbell:
By letter dated November 2, 2007, the Tennessee Valley Authority (TVA), requested approval of a proposed change to the consolidated TVA Nuclear Radiological Emergency Plan. The proposed change would remove the provision for a mobile radioanalytical laboratory and would use only a fixed radioanalytical laboratory.
In order for the staff to complete its review of the information provided, we request that TVA provide responses to the enclosed request for additional information (RAI). Based on discussions with your staff, we understand that you plan to respond to the enclosed RAI by February 29, 2008. REQUEST FOR ADDITIONAL INFORMATION CHANGES TO RADIOLOGICAL EMERGENCY PLAN TENNESSEE VALLEY AUTHORITY DOCKET NOS. 50-259, 50-260, 50-296, 50-327, 50-328 and 50-390 By letter dated November 2, 2007, Tennessee Valley Authority (TVA) requested U.S. Nuclear Regulatory Commission (NRC) approval of changes to the TVA Nuclear consolidated Radiological Emergency Plan, which is applicable to the Browns Ferry, Sequoyah and Watts Bar nuclear plants. The proposed change would remove the provision for a mobile radioanalytical laboratory and would use only a fixed radioanalytical laboratory.
In order for the NRC staff to complete its review of the information provided, we request that TVA provide responses to the following:
- 1. a. With relation to Browns Ferry, Sequoyah, and Watts Bar, where is the fixed lab located?
- b. With relation to Browns Ferry, Sequoyah, and Watts Bar, where is the mobile lab located or normally stationed?
- 2. Explain how the removal of the mobile lab will influence the timeliness of radiological results for all durations of events. This should encompass augmentation times from the start of a release as well as the later hours and days of a postulated release.
- 3. a. Provide a description of the current staffing (number, qualifications, etc.) of the fixed and mobile radioanalytical labs.
- b. Describe any staffing changes resulting from the proposed revision and justify any effects on the ability to perform radiological analyses.
- 4. a. Provide any documentation validating the higher efficiency and better resolution of the samples analyzed at the fixed radioanalytical lab.
- b. The request indicated that the facilities in the fixed radioanalytical lab are capable of handling more active samples than the mobile radioanalytical lab. Please quantify the difference in capability.
- c. Describe and justify any changes in the requirements of the currently-approved plan regarding the ability to maintain sampling capability.
- 5. a. What isotopes can the fixed radioanalytical lab detect?
- b. What isotopes can the mobile radioanalytical lab detect?

- 6. What are the capabilities and quantities of each facilitys other onsite radiological monitoring vehicles, i.e., number of radiological monitoring vehicles per site and what these vehicles can handle?
- 7. With regards to chemical and radiological laboratories or facilities, please explain their roles as they may pertain to interactions with either the fixed or mobile radioanalytical labs duties during a radiological emergency?
- 8. Describe the interaction with local, state, and federal officials with regards to these facilities and any additional laboratories, fixed or mobile, which they will be committing to an event.
Provide copies of any Letters of Agreement, Memoranda of Understanding, or any state/federal plans which may be applicable.
- 9. Describe and justify the impact that the proposed removal of the mobile radiological laboratory will have on the determination of each sites Emergency Action Levels and Protective Action Recommendations.
- 10. Provide copies of the revised Radiological Emergency Plan sections that are affected by the proposed change and are used to justify the responses to Questions 1 - 9 above.
