SUBJECT:
TECHNICAL ASSISTANCE REQUEST - REVIEW OF THE SOUTHERN CALIFORNIA EDISON REQUEST TO RELEASE THE OFF-SHORE PIPING OF SAN ONOFRE NUCLEAR GENERATION STATION UNIT 1 (TAC J60569)
San Onofre Nuclear Generation Station Unit 1 (SONGS-1) ceased operation in 1992 and began active decommissioning in 1997. As part of the site remediation, Southern California Edison (SCE) planned to remove the Unit 1 cooling piping that lies off shore. The State of California conducted an environmental review and determined that the piping should stay in place.
Therefore, SCE is submitting a request to NRC to release the piping in place for unrestricted use according to provision of 10 CFR 50.83.
Over the past year and a half, PAB staff supported DURLD by working with the licensee to specify what information is necessary for NRC to make a licensing decision on partial site release of an impacted area. We request that PAB provide further support by reviewing the SCE submittal dated December 19, 2007, and providing a conclusion by February 25, 2008, on whether or not SCE has demonstrated compliance with the release criteria specified in 10 CFR 20.1402.
