Millstone Power Station DominioW Rope Ferry Road, Waterford, CT 06385 DEC 0 7 2007 U.S. Nuclear Regulatory Commission Serial No. 07-0789 Attention: Document Control Desk MPS Lic/MLC RO Washington, DC 20555 Docket Nos. 50-336 50-423 License No. DPR-65 NPF-49 DOMINION NUCLEAR CONNECTICUT, INC.

MILLSTONE POWER STATION UNITS 2 AND 3 INSERVICE TESTING PROGRAM 10-YEAR INTERVAL END DATE CHANGES The purpose of this letter is to inform the NRC staff of changes in the end date for the Millstone Power Station Units 2 and 3 (MPS2 and MPS3) third and second, respectively, 10-year Inservice Testing (IST) intervals. These changes are being made in accordance with Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, 1989 edition (no Addenda) pursuant to 10 CFR 50.55a(f).

As specified within ASME IWA-2430 paragraph (d), "Each inspection interval may be reduced or extended by as much as one year. Adjustments shall not cause successive intervals to be altered by more than one year from the original pattern of intervals." The end of the MPS2 third 10-year IST interval will be extended from March 31, 2008 to December 1, 2008, and the end of the MPS3 second 10-year IST interval will be extended from March 31, 2008 to December 1, 2008.

The MPS2 and MPS3 IST 10-year interval end dates are being extended to allow sufficient time for NRC's review and approval of all required relief requests needed for the next 10-year interval. These extensions do not cause successive intervals to be altered by more than one year from the original pattern of intervals.

If you have any questions or require additional information, please contact Mr. William D. Bartron at (860) 444-4301.

Sincerely, an, Jr.
