Dear Mr. Tynan:
SUBJECT: NOTIFICATION OF VOGTLE ELECTRIC GENERATING PLANT SUPPLEMENTAL
INSPECTION - NRC INSPECTION REPORT 05000424/2007502 AND
In a Final Significance Determination letter, dated September 18, 2006, from Dr. William
Travers, the Region II Regional Administrator, you were informed of the final significance
determination for a White finding involving the failure of Vogtle Electric Generating Plants full-
scale exercise critique to identify a weakness associated with a risk-significant planning
standard which was determined to be a drill/exercise performance - performance indicator
opportunity failure. On October 12, 2007, we were informed by Mr. Jack Stringfellow of your
staff that you were ready for the NRC to conduct our supplemental inspection to review your
actions taken to address the White finding. Accordingly, we plan to conduct a supplemental
inspection at Vogtle beginning on December 11, 2007, using Inspection Procedure 95001,
Inspection for One or Two White Inputs in a Strategic Performance Area.
The inspection will be conducted by Mr. Lee Miller, NRC Senior Emergency Preparedness
Inspector, and Mr. Robert Kahler, Office of Nuclear Security and Incident Response -
Emergency Preparedness Team Leader. The scheduling for this inspection was coordinated
with Mr. Lawrence Mayo of your Vogtle Emergency Preparedness staff. The results of the
Supplemental Inspection will be documented in an independent NRC Inspection Report 05000424/2007502 and 05000425/2007502.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be
made available electronically for public inspection in the NRC Public Document Room or from
the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
