REVIEW OF NRCS DRUG-FREE WORKPLACE PLAN (OIG-04-A-15)
AUDIT OF NRCS DRUG TESTING PROGRAM (OIG-05-A-05)
REFERENCE:
DIRECTOR, OFFICE OF ADMINISTRATION, MEMORANDUM DATED OCTOBER 22. 2007 Attached is the Office of the Inspector Generals analysis and status of recommendations as discussed in the agencys response dated October 22, 2007.
Recommendations 1 and 2 in report OIG-04-15 are closed, and recommendation 3 remains resolved. Recommendations 4 and 5 in report OIG-05-A-05 are closed, and recommendation 12 remains resolved. Please provide an updated status of these recommendations by March 25, 2008.

Audit Report REVIEW OF NRCS DRUG-FREE WORKPLACE PLAN (OIG-04-A-15)
Status of Recommendations Recommendation 1:
Revise the NRC Drug-Free Workplace Plan (Plan) to include the deferral of testing clause from the U.S. Department of Health and Human Services (HHS) Model Plan for a Comprehensive Drug-Free Workplace Program.
Response Dated October 22, 2007:
The Plan has been revised based on the HHS Model plan and includes the deferral of testing clause. The revised Plan was approved by HHS on August 24, 2007.
OIG Analysis:
The proposed action addresses the issue discussed in the report and the intent of the recommendation.
Status:
Closed.
Audit Report REVIEW OF NRCS DRUG-FREE WORKPLACE PLAN (OIG-04-A-15)
Status of Recommendations Recommendation 2:
Include in the NRC Drug-Free Workplace Plan (Plan) instruction that revisions must receive approval from the U.S.
Department of Health and Human Services prior to implementation.
Response Dated October 22, 2007:
This instruction is included in the Plan. The revised Plan was approved by HHS on August 24, 2007.
OIG Analysis:
The proposed action addresses the issue discussed in the report and the intent of the recommendation.
Status:
Closed.
Audit Report REVIEW OF NRCS DRUG-FREE WORKPLACE PLAN (OIG-04-A-15)
Status of Recommendations Recommendation 3:
Obtain U.S. Department of Health and Human Services approval of the NRC Drug-Free Workplace Plan (Plan) prior to implementation.
Response Dated October 22, 2007:
The revised Plan was approved by HHS on August 24, 2007.
Implementation will occur in accordance with the revised Drug-Free Workplace Implementation Plan submitted to the Commission on June 13, 2007.
OIG Analysis:
The proposed action addresses the issue discussed in the report and the intent of the recommendation. This recommendation will be closed when OIG receives a copy of the Commissions approval of implementing the Plan.
Status:
Resolved.
Audit Report Audit of NRCs Drug Testing Program OIG-05-A-05 Status of Recommendations Recommendation 4:
Revise the categories of testing-designated positions to include computer system administrators and individuals engaged in law enforcement activities who are authorized to carry weapons.
Response Dated October 22, 2007:
The revised Plan was approved by HHS on August 24, 2007.
All NRC positions, which include computer system administrators and individuals engaged in law enforcement activities who are authorized to carry weapons are testing-designated positions.
OIG Analysis:
The corrective action addresses the intent of this recommendation.
Status:
Closed.
Audit Report Audit of NRCs Drug Testing Program OIG-05-A-05 Status of Recommendations Recommendation 5:
Re-evaluate categories of testing designated positions and continue to do so biennially.
Response Dated October 22, 2007:
The revised Plan was approved by HHS on August 24, 2007.
All NRC positions are testing-designated positions. If a change in policy is approved by the Commission in the future that results in a change in positions being designated as testing-designated positions, a review of the categories will be initiated.
OIG Analysis:
The corrective action addresses the intent of this recommendation.
Status:
Closed.
Audit Report Audit of NRCs Drug Testing Program OIG-05-A-05 Status of Recommendations Recommendation 12:
Update the Management Directive System to include the drug testing policy and procedures that employees are expected to follow.
Response dated October 22, 2007:
The revised Plan was approved by HHS on August 24, 2007.
ADM is developing and plans on issuing a new Management Directive by August 30, 2008.
OIG Analysis:
The corrective action addresses the intent of this recommendation. This recommendation will be closed when OIG evaluates the revised Management Directive containing the drug testing policy and procedures that employees are expected to follow.
Status:
Resolved.
