Dear Mr. Heffley:
By letter dated May 7, 2007, Constellation Energy provided the 90-day response to Generic Letter 2007-01, Inaccessible or Underground Power Cable Failures that Disable Accident Mitigation Systems or Cause Plant Transients, for the Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 & 2, Nine Mile Point Nuclear Station, Unit Nos. 1 & 2, and R.E. Ginna Nuclear Power Plant.
The Nuclear Regulatory Commission staff is reviewing the information provided by Constellation Energy to support its response and has determined that additional information is needed to continue the review. The specific questions are found in the enclosed request for additional information. Based upon discussions with your staff, it is our understanding that you plan to respond to these questions within 30 days of receipt of this letter.

REQUEST FOR ADDITIONAL INFORMATION GENERIC LETTER 2007-01 CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 & 2 NINE MILE POINT NUCLEAR STATION, UNIT NOS. 1 & 2 R.E. GINNA NUCLEAR POWER PLANT The Nuclear Regulatory Commission (NRC) staff has received the cable failure histories for Calvert Cliffs Nuclear Power Plant, Nine Mile Point Nuclear Station, and R.E. Ginna Nuclear Power Plant in response to Generic Letter (GL) 2007-01, "Inaccessible or Underground Power Cable Failures that Disable Accident Mitigation Systems or Cause Plant Transients." During its review, the licensee found no failures of inaccessible or underground power cables within the scope of Title 10 of the Code of Federal Regulations (10 CFR), Section 50.65, "Requirements for monitoring the effectiveness of maintenance at nuclear power plants" (Maintenance Rule (MR)). Confirm that this history includes cable failures that occurred prior to July 10, 1996.
10 CFR 50.65(c) states, "The requirements of this section shall be implemented by each licensee no later than July 10, 1996." The NRC staff is concerned that licensees may have excluded cable failures from the GL 2007-01 responses if the cable failures occurred prior to July 10, 1996 (or the licensee's implementation date of the MR). The NRC staff provided additional guidance on how licensees should determine which cable failures are within the scope of GL 2007-01 in the NRC letter dated April 13, 2007, from Michael J. Case (NRC) to James H. Riley (Nuclear Energy Institute) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070940311). This letter recommended that cable failures be searched via electronic database, regardless of the actual date of the failure. If the responses to GL 2007-01 from Calvert Cliffs Nuclear Power Plant, Nine Mile Point Nuclear Station, and R.E. Ginna Nuclear Power Plant excluded cable failures that occurred prior to July 10, 1996, provide the data for these failures as requested in GL 2007-01.
