Indian Point Mid-Cycle Assessment Letter Jack and Alyse, Good Morning. I hope you both had an enjoyable Labor Day weekend. The purpose of this email is to inform you that today, NRC Region I office is issuing the results of its safety performance assessments for the first half of the calendar year 2007 assessment cycle (i.e. Mid-Cycle Assessment letters). You will be receiving hardcopies of all of these assessment letters in the mail, but I will also send you electronic copies today.
In this email, I am providing you the letter for Indian Point Units 2 and 3. The NRC concluded that both units were operated safely. IP Unit 2 remains in the Licensee Response column of the NRC's Action Matrix, based on all Green inspection findings and performance indicators. The NRC plans to continue reactor oversight process baseline inspections at IP 2. IP Unit 3 is in the Regulatory Response column of the NRC's Action Matrix based on one White performance indicator in the Initiating Events cornerstone for "Unplanned Scrams per 7000 Critical Hours." We are performing a supplemental inspection for the White performance indicator at Unit 3. this inspection begins today. The NRC inspectors have touched base with Paul Eddy regarding this inspection, and will be touching base with him periodically to provide status updates.
In our annual assessment letter dated March 2, 2007, we advised Entergy of a substantive cross-cutting issue in the area of human performance at Indian Point Unit 2 involving procedure adequacy. This substantive cross-cutting issue is being maintained open, as Entergy has not made sufficient progress towards correcting it.
The Mid-Cycle assessment letter also details planned inspection activities for Safety Conscious Work Environment improvement efforts, installation of new alert and notification system sirens, and the characterization of groundwater contamination at the plant. This letter will become publically available in ADAMS on Thursday, September 6, 2007.
