Ladies and Gentlemen:

By letter dated April 12, 2007 (Serial No. 3198), the FirstEnergy Nuclear Operating Company (FENOC) submitted License Amendment Request (LAR) No. 05-0007. The proposed amendment would revise Technical Specifications for Davis-Besse Nuclear Power Station (DBNPS), Unit No. 1, to accommodate an increase in the Rated Thermal Power from 2772 megawatts thermal (MWt) to 2817 MWt. By letter dated October 3, 2007 (Log No. 6545),

the Nuclear Regulatory Commission (NRC) provided a Request for Additional Information concerning FENOC's actions to demonstrate compliance with Title 10 of the Code of Federal Regulations, Part 50 for plant operating conditions when the Leading Edge Flowmeter (LEFM) cannot perform its specified support function in performing the calorimetric heat balance.

In order to address the NRC's concerns regarding the aforementioned periods when the LEFM cannot perform its support function, FENOC intends to submit a revision to the proposed Technical Specifications. Based on the current timetable for development and review, the revised proposed Technical Specifications are expected to be submitted by November 30, 2007.

As indicated in Attachment 1, there are no new commitments contained in this submittal.
