SUMMARY

OF SEPTEMBER 6, 2007, MEETING WITH REPRESENTATIVES OF EOI FOR WATERFORD 3 BATWING ISSUES AND PLANNED ACTIONS DURING THE MID-CYCLE OUTAGE On Thursday, September 6, 2007, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC) staff and representatives of EOI, the licensee for Waterford, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting, held at the request of the licensee, was to provide to the NRC staff with an outline of its plans with regard to the batwing issues for the mid-cycle outage.

The presentation slides used during the meeting by the licensee, Enclosure 1, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML072670108). The licensee outlined the Steam Generator monitoring activities, the overview of batwing mitigation strategy, activities planned during the mid-cycle outage, including special inspection tooling, inspection plans, contingency planning and evaluation, and foreign object search and retrieval processes.

Various aspects of EOI-generated Decision Tree were discussed which included visual and remote inspection plans, contingencies, testing and repair, stabilization of batwings, condition of tubes (dents and deformations), and acceptance criteria.

The licensee also stated the intent to review the acceptance criteria to ensure the criteria bound the analyses and perform sensitivity analyses, if out of bounds. The licensee also provided the mid-cycle communication plan between the licensee and the NRC staff that will help ensure prompt information exchange.

There were no members of the public represented at the meeting. A list of attendees is provided as Enclosure 2 is to this memorandum and the agenda for the meeting is available in ADAMS Accession No. ML072210439. There were no handouts from the NRC staff.
