Enclosed for your information is the synopsis of the Nuclear Regulatory Commission (NRC)

Office of Investigations (OI) completed report regarding SRO license reactivation.

OI determined that there was insufficient evidence to substantiate the allegations that willful inappropriate actions surrounded two separate operator license reactivation activities. We plan no further action with regard to this matter. Should you have any questions concerning this letter, please contact us.

NOT FOR PUBLIC DISCLOSURE WITHOUT APPROVAL OF FIELD OFFICE DIRECTOR, OFFICE OF INVESTIGATIONS, REGION IV Official Use Only - OI Investigation Information Case No. 2-2007-007 SYNOPSIS This investigation was initiated by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI), Region II (RII), on November 2, 2006, to determine whether an Operations Training Instructor Lead, Watts Barr Nuclear Plant (WBNP) willfully failed to properly identify the person who accompanied a Senior Reactor Operator (SRO) during a required plant tour to reactivate the SROs operator license. This investigation also sought to determine whether an Operations Superintendent employed at WBNP, while possessing an inactive SRO license, willfully accompanied a Reactor Operator (RO) on a required plant tour during the license reactivation process. An additional concern not a part of the original allegation was also investigated to determine whether a RO willfully violated procedures when he/she conducted a license reactivation of an SRO.

Based on the evidence, documentation and testimony developed during the course of this investigation, the allegation that the WBNP Operations Training Instructor Lead, willfully failed to properly identify the person who accompanied a Senior Reactor Operator (SRO) during a required plant tour to reactivate the SROs operator license was not substantiated. The allegation that a WBNP Operations Superintendent, while possessing an inactive SRO license, willfully accompanied a Reactor Operator (RO) on a required plant tour during the reactivation process was not substantiated. An additional concern identified during the course of this investigation, that a RO willfully violated procedures when he/she conducted a license reactivation tour of an SRO was not substantiated.
