DISCUSSION:

To discuss submittal by CP&L of an amendment for increased storage capacity to its license (SNM-2502) to store spent fuel in an ISFSI at its H. B. Robinson Steam Electric Plant Unit 2 (HER2) Site.

CP&L staff provided a handout (see Erclosure 1) detailing the design (NUHOMS-7) for proposed use at a location (see figures in Enclosures) on the HBR2 site adjacent to its present ISFSI location. The location proposed has not definitely been chosen, but is likely to be the final choice in CP&L's application. The application will be filed about August 1, 1989.

NRC staff had no objection to submittal of the application as an amendment to the existing Part 72 License.

However, the application should address the overall impacts of the approximately 175 modules planned to be added as well as the existing 8 modules within the protected area of HRB2 (see Enclosure 2).

consult with NRC Safeguards staff in the Office of Nuclear Reactor Regulation regarding possible extension of the existing protected area.
