Subject:

ALERT DECLARED DUE TO INADVERTENT DISCHARGE OF CARBON DIOXIDE INTO NINE MILE POINT UNIT 2 ELECTRICAL SWITCHGEAR ROOM On September 19, 2007, at 3:04 p.m., Constellation Energy declared an Alert at Nine Mile Point Unit 2 after a fire suppression system inadvertently discharged carbon dioxide into a safety-related switchgear room. Since the concentrations of carbon dioxide and oxygen were not known, an Alert was declared due to the potential for a hazardous atmosphere to exist. No personnel were in the switchgear room at the time of the inadvertent actuation, and there were no personnel injuries reported. There also was no fire. Safety-related systems were unaffected by the event and remained available. Nine Mile Point Unit 2 remained at 100 percent power throughout the event.

At 9:47 p.m., Constellation Energy exited the Alert after verifying the switchgear room was safe for personnel access.

The NRC resident inspectors were onsite and responded to the main control room and emergency response facilities, and NRC Region I entered the monitoring mode of incident response, to follow the licensees actions and evaluate plant safety performance. NRC Region I, in King of Prussia, PA, contacted the New York State Emergency Management Office, and the Region I Public Affairs Office is prepared to respond to media inquiries.

The information presented herein has been discussed with Constellation Energy and is current as of September 20, at 7:00 a.m.

This preliminary notification is issued for information only, and no further preliminary notification update by the staff is anticipated.
