SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 - NRC GENERIC LETTER 2006-01: STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NO. MD0082)

On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications

[TSs]. This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.

By letter dated February 16, 2006, Carolina Power & Light Company, the licensee for Shearon Harris Nuclear Power Plant, Unit 1 (HNP), now doing business as Progress Energy, submitted a response to GL 2006-01. This response provided a regulatory commitment to submit a request to modify the SG portion of the TSs. By application to the NRC dated May 23, 2006, the licensee requested an amendment to adopt the alternative TS requirements for ensuring SG tube integrity. The new TSs were modeled after Technical Specification Task Force (TSTF)

Traveler, TSTF-449, Steam Generator Tube Integrity. By letters dated October 3, 2006, and October 24, 2006, the licensee provided the NRC staff with supplements to the original application. On March 16, 2007, the NRC staff issued Amendment No. 124 to the HNP Facility Operating License which approved the new SG TSs.

The NRC staff finds the licensees adoption of the new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01. This completes the NRC staffs efforts on TAC No. MD0082. If you have any questions regarding this letter, please contact me at 301-415-3178.
