Oyster Creek Nuclear Generating Station Docket No. 50-219 Proposed Technical Specification Change Control Room Envelope Habitability AmerGen Energy Company submiited the'subj ect -change requieist by) letter to the:Nuclear Regulatory.Commission..(NRC) dated April 12, 2007. The change proposes to modify Technical Specification.requiremehts' related, to the control room habitability. in accordance with Technical SpecificatiQn Task Force Traveler'448, Reis.ion 3, "Control Room Habitability."'

The New Jersey Department of Environmental Protection's Bureau of Nuclear Engineering reviewed the requestin accordance with the requirements of 10 CFR 50.91 (b) and has two comments.

1. Technical Specification 3.17, Control Room Heating, Ventilation, and Air Conditioning, is proposed to be revised. This technical specification has an objective, which addresses protection of control room personnel from radiation in the event of an accident. However,

-the basis of the change explains that control room personnel, are to be protected from

  • smoke and hazardous chemicals.,:

In order to assure this protection from smoke and hazardous chemicals, Technical Specification 3.17 should. have an action statement added to address smoke and

.. hazardous chemicals. In addition, the.objective shouldbe expanded to address smoke and hazardous.chemicals.. .

2. The existingg basisfor Techmcal Speclfcatin3.l7," explains tha the conitrol room envelope includes the control room area, the shift supervisor's office, toilet room, kitchen, A). .-

and lower cable spreading room. The proposed change deletes this description and provides a vague description of the control room envelope.

It is appropriate that the technical specification basis define the envelope, consequently the existing description should not be changed.
