NRC, "Additional Information Supporting Request for Emergency License Amendment to Technical Specification 3.7.3, 'Ultimate Heat Sink,"' dated August 2, 2007 In Reference 1, as supplemented by References 2 and 3, Exelon Generation Company, LLC (EGC) requested a change to the Technical Specifications (TS) of Facility Operating License Nos. NPF-11 and NPF-18 for LaSalle County Station (LSCS), Units 1 and 2. The proposed change increased the maximum allowed TS temperature limit, contained in TS Surveillance Requirement 3.7.3.1, of the cooling water supplied to the plant from the Core Standby Cooling System (CSCS) pond (i.e., the Ultimate Heat Sink (UHS)) from 100 °F to 101.25 °F. The proposed change was based on a reduction in instrument uncertainty resulting from the replacement of the originally installed thermocouples with precision resistance temperature devices.
August 2, 2007 U. S. Nuclear Regulatory Commission Page 2 The Reference 2 submittal requested NRC approval of the emergency license amendment request by August 3, 2007. However, as discussed with the NRC, the most recent thermal model projection for UHS temperature indicates that the TS temperature limit will be exceeded on August 2, 2007. Therefore, EGC requests approval of the proposed change by August 2, 2007, rather than August 3, 2007. Once approved, the amendment will be implemented immediately upon issuance.
EGC has reviewed the information supporting a finding of no significant hazards consideration that was previously provided to the NRC in Attachment 2 of Reference 2. The information provided in this submittal does not affect the bases for concluding that the proposed license amendment does not involve a significant hazards consideration.
