SDP Phase 2 Exercise Consider a finding that involves Waterford 3.
This may be nonsensical, in terms of some actual plant design aspects, but this activity will exercise IMC 0609, Appendix A, including the site specific Phase 2 notebook.
Given:
Waterford 3 licensed operators were in the process of performing a routine swap of CCW pumps. The swing CCW pump was inservice on loop A and the CCW Pump 'A' was going to be placed in service. When the operators started CCW Pump 'A', a fault occurred on the associated 4kV ESF bus. When the pump was started, the high starting current caused an arc across an inadequately tightened bolted connection. The bus failed completely and was unrecoverable. Therefore, no offsite nor emergency power is available to the 'A' ESF loads.
Assume the exposure time was greater than 30 days for the performance deficiency involving the degraded bus. We'll assume we go directly to Phase 2.
