SUBJECT:

SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3, SITE VISIT FOR REQUEST TO CHANGES PHYSICAL SECURITY AND SAFEGUARDS CONTINGENCY PLANS IN ACCORDANCE WITH 10 CFR 73.55(a) -TRIP REPORT On July 10, 2007, Nuclear Regulatory Commission (NRC) staff (D. Cardenas, R. Costa, and P.

Lee) performed a licensing site visit at Southern California Edison (SCE) San Onofre Nuclear Generating Station (SONGS). The staff met with SCE licensing and security staff for the review of SCE submittal to the NRC, dated May 7, 2007, on planned changes to SONGS Physical Security and Safeguards Contingency Plans. The following is a summary for the site visit:

Performed a site tour to examine site conditions related to SCE planned changes described in submittal, dated May 7, 2007.

Discussed planned physical changes for removal or relocation of facilities and impacts on established physical protection systems, such as detection, assessment, and engineered delays, for security.

Discussed SONGS site protective strategy. The discussions focused on areas of security significance, which included, but not limited to, the impact of proposed changes:

(1) on established target or target sets; (2) to SCEs established overall protective strategy; (3) to the capability of the security force to respond, interrupt, and neutralize adversaries; (4) to previously established adversary time lines and security force response times; and (5) on training or implementing procedures, to provide physical protection against radiological sabotage.

Discussed the administrative process related to NRCs request for additional information and supplement of information provided in the May 2007 submittal.

No regulatory decisions made and no regulatory decisions were requested.
