NUCLEAR REGULATORY COMMISSION (NRC) GENERIC LETTER 2006-01:
STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NO. MD0101 AND MD0102)
On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications
[TSs], (Agencywide Document Access and Management System (ADAMS) Accession No. ML060200385). This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.
By letter dated February 17, 2006, Nuclear Management Company, LLC (NMC), the licensee for Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2, submitted a response to GL 2006-01 (ADAMS Accession No. ML060480537). This response stated that by application to the NRC dated February 16, 2006, the licensee requested changes to the TSs for PINGP, Units 1 and 2 to adopt the alternative TS requirements for ensuring SG tube integrity (ADAMS Accession No. ML060480440). The new TSs were modeled after Technical Specification Task Force (TSTF) Traveler, TSTF-449, Steam Generator Tube Integrity, (ADAMS Accession No. ML051090200). The original application was supplemented by letters dated July 21, 2006, (ADAMS Accession No. ML062370052) and December 27, 2006, (ADAMS Accession No. ML063620460). On March 20, 2007, the NRC staff issued Amendment Nos.177 and 167 to the PINGP, UNITS 1 and 2 Facility Operating Licenses respectively, which approved new SG TSs (ADAMS Accession No. ML070330441).
The NRC staff finds the licensees adoption of new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01. This completes the NRC staffs efforts on
