NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2, AND SURRY POWER STATION, UNIT NOS. 1 AND 2 - NRC GENERIC LETTER 2006-01: STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NOS. MD0090, MD0091, MD0113 AND MD0114)

Dear Mr. Christian:

On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications

[TSs], (Agencywide Document Access and Management System (ADAMS) Accession No. ML060200385). This GL was issued to request that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.

By letter dated February 15, 2006 (ADAMS Accession No. ML060460548), Virginia Electric Power and Company (the licensee), the licensee for North Anna Power Station, Unit Nos. 1 and 2 (North Anna 1 and 2) and Surry Power Station, Unit Nos. 1 and 2 (Surry 1 and 2), provided a response to GL 2006-01. This response provided a regulatory commitment to submit a request to modify the SG portion of the TSs. By applications to the NRC dated May 22, 2006, for North Anna 1 and 2 (ADAMS Accession No. ML061430062), and May 26, 2006, for Surry 1 and 2 (ADAMS Accession No. ML061510096), the licensee requested changes to the TSs for North Anna 1 and 2, and Surry 1 and 2, respectively, to adopt the alternative TS requirements for ensuring SG tube integrity. The new TSs were modeled after Technical Specification Task Force (TSTF) Traveler, TSTF-449, Steam Generator Tube Integrity (ADAMS Accession No. ML051090200). By letter dated January 19, 2007, the licensee provided the NRC a supplement (ADAMS Accession No. ML070190655) to the original application for Surry 1 and 2.

On October 16, 2006, and March 29, 2007, the NRC staff issued Amendment Nos. 248 and 228 to the North Anna 1 and 2 Facility Operating Licenses (ADAMS Accession No. ML062900458), and Amendment Nos. 251 and 250 to the Surry 1 and 2 Facility Operating Licenses (ADAMS Accession No. ML070880624), which approved the new SG TSs.

D. Christian The NRC staff finds the licensees adoption of the new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01. This completes the staffs efforts on TAC Nos.
