SEABROOK STATION, UNIT NO. 1 - NRC GENERIC LETTER 2006-01:

STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NO. MD0109)

Dear Mr. St. Pierre:

On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications

[TSs], (Agencywide Document Access and Management System (ADAMS) Accession No. ML060200385). This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.

By letter dated February 17, 2006 (ADAMS Accession No. ML060530640), FPL Energy Seabrook, LLC (FPLE), submitted a response to GL 2006-01 for Seabrook Station, Unit No. 1 (Seabrook). This response provided a regulatory commitment to submit a request to modify the SG portion of the TSs. By application to the NRC dated March 23, 2006 (ADAMS Accession No. ML060870133). FPLE requested changes to the Seabrook TSs to adopt the alternative TS requirements for ensuring SG tube integrity. The new TSs were modeled after Technical Specification Task Force (TSTF) Traveler, TSTF-449, Steam Generator Tube Integrity (ADAMS Accession No. ML051090200). By letters dated August 16 and November 28, 2006 (ADAMS Accession Nos. ML062340145 and ML063350055, respectively), FPLE supplemented its original application. On March 28, 2007, the NRC staff issued Amendment No. 115 (ADAMS Accession No. ML070510629) to the Seabrook Facility Operating License which approved the new SG TSs.

G. St. Pierre The NRC staff finds the licensees adoption of new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01. This completes the NRC staffs efforts on TAC No. MD0109. If you have any questions regarding this letter, please contact me at (301) 415-2481.
