30-day Response to NRC Generic Letter 2006-01, "Steam Generator Tube Integrity And Associated Technical Specifications",

NRC Generic Letter (GL) 2006-01 requested that licensees provide a response that contains the information requested in either Option 1 or Option 2:
Option 1:
Within 30 days of the date of this GL, either confirm that you have submitted a request to modify the SG portion of your TS that is consistent with TSTF-449, Revision 4, or provide a regulatory commitment detailing your plans and schedule for submitting such a request (refer to Regulatory Issue Summary 2000-17, "Managing Regulatory Commitments Made by Power Reactor Licensees to the NRC Staff'). If you modify your commitment so that the request will not be submitted by May 31, 2006, provide the information requested in Option 2 within 60 days of changing your commitment.
If your commitment is to submit a request after May 31, 2006, provide the information requested in Option 2. If you or the NRC staff determine that your submittal is not consistent with TSTF-449, Revision 4, provide the information requested in Option 2 within 60 days of this determination.
Option 2:
Within 60 days of the date of this GL, provide a description of the actions being taken or that will be taken to ensure tube integrity is being maintained (i.e.,
provide a detailed description of your tube integrity program).
Florida Power and Light Company (FPL), the Licensee for St. Lucie Units 1 and 2 and Turkey Point Units 3 and 4 and FPL Energy Seabrook, LLC, the Licensee for Seabrook Station, hereby commit to submit a request to modify the SG portion of each plant's Technical Specification consistent with TSTF-449, Revision 4, in accordance with Option 1 above (see Attachment 1).

St. Lucie Units 1 and 2, Docket Nos. 50-335 and '50-389 Turkey Point Units 3 and 4, Docket Nos. 50-250 and 50-251 Seabrook Station, Docket No. 50-443 L-2006-042, Page 2 of 2 FPL and FPL Energy Seabrook, LLC are in receipt of Nuclear Energy Institute (NEI) letter dated February 10, 2006 from Mr. Alexander Marion to Mr. Christopher Grimes, Division of Policy and Rulemaking, USNRC. Pending the outcome of the meeting requested by NEI, FPL and FPL Energy Seabrook, LLC may amend or revise this response accordingly.

Commitment Due Date
- 1. Seabrook Station will submit a request to modify the Steam Generator portion May 31, of the Technical Specifications consistenti with TSTF-449, Revision 4. If this 2006 commitment is modified so that the request will not be submitted by the due date, the information requested in Option 2 of GL 2006-01 will be provided within 60 days of changing the commitment.
- 2. Turkey Point Units 3 & 4 will submit a request to modify the Steam Generator May 31, portion of the Technical Specifications consistent with TSTF-449, Revision 4. If 2006 this commitment is modified so that the request will not be submitted by the due date, the information requested in Option 2 of GL 2006-01 will be provided within 60 days of changing the commitment.
- 3. St. Lucie Unit 1 will submit a request to modify the Steam Generator portion of May 31, the Technical Specifications consistent with TSTF-449, Revision 4. If this 2006 commitment is modified so that the request will not be submitted by the due date, the information requested in Option 2 of GL 2006-01 will be provided within 60 days of changing the commitment.
- 4. St. Lucie Unit 2 will submit a request to modify the Steam Generator portion of May 31, the Technical Specifications consistent with TSTF-449, Revision 4. If this 2006 commitment is modified so that the request will not be submitted by the due date, the information requested in Option 2 of GL 2006-01 will be provided within 60 days of changing the commitment.
