Docket No. 50-390 Tennessee Valley Authority WATTS BAR NUCLEAR PLANT (WBN) UNIT 1 - NOTIFICATION OF MODIFICATION OF BIOCIDE/CORROSION TREATMENT PLAN (B/CTP) NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT TN0020168 The purpose of this letter is to notify NRC that the State of Tennessee approved on April 30, 2007, a modification of WBN's B/CTP. TVA requested the change to the plan in letters to the state dated December 21, 12006 and February 21, 2007. A copy of the state's letter approving the modification is provided in the enclosure. This notification is being made in accordance with Section 3.2, "Reporting Requirements for Changes to, and Renewal of, the NPDES Permit or State Certification," of Appendix B, "Environmental Protection Plan," to facility operating license NPF-90.

Dear Ms. Phillips:
First, on behalf of the Division of Water Pollution Control (the "Division") we extend our thanks to you, Mr. Hutchinson, and Mr. Bledsoe for meeting with us on, April 24, 2007, in the TVA Chattanooga Missionary Ridge Building to discuss changes to the Biocide/Corrosion Treatment Plan (B/CTP), and the renewal application for Watts Bar Nuclear Plant, NPDES permit number TN0020168.
On December 21, 2006, and on February 21, 2007, TVA requested by letter to amend the current B/CTP to change processes and chemicals as follows: (1) process change for continuous use of oxidizing biocides, (2) the use of sodium hypochlorite as an alternative to Nalco H-901 G, an oxidizing biocide, and (3) the replacement of dispersant PCL-401 with 73200; also an anionic copolymer used to facilitate iron corrosion inhibition. The Division requested additional information and thus the meeting was planned to discuss these changes.
TVA presented additional information by way of verbal and written description of activities and findings within the plant components and physical data, as requested by the Division, to verify that the continuous application of oxidizing biocides does not violate current permit limitations set at 0.10 mg/L,Total Residual Chlorine (TRC). The Division and TVA did agree to increase the (DMR) reporting frequency to "Daily", which will be reflected in the new NPDES permit when public noticed. As such, this letter serves to approve all changes to process [applications]
and chemicals in the Watts Bar Nuclear Plant, B/CTP as requested in TVA's letters where referenced above. Further discussion of the application for new NPDES permit will be addressed in a separate letter.
