SUBJECT:

ACCEPTANCE FOR REVIEW AND ESTABLISHMENT OF MILESTONE SCHEDULE FOR TSTF TRAVELER 425, REVISION 1, RELOCATE SURVEILLANCE FREQUENCIES TO LICENSEE CONTROL - RITSTF INITIATIVE 5, PROJ 0753. (TAC No. MD5711)

Dear Members of the TSTF:

By letter (ADAMS Accession No. ML071150341), dated April 20, 2007, Technical Specifications Task Force (TSTF) requested The Nuclear Regulatory Commission (NRC) review and approve TSTF Traveler 425, Revision 1, Relocate Surveillance Frequencies to Licensee Control -

RITSTF Initiative 5, under the Consolidated Line Item Improvement Process (CLIIP).

The subject letter also requested the NRC that the review be granted a fee waiver in accordance with the NRC letter to A.R. Pietrangelo, dated January 10, 2003. The staff agrees with this request and will grant a fee waiver for the review.

Technical staff have completed a preliminary review of your submission and determined it to be sufficiently complete and an appropriate submission to initiate a more comprehensive review, consistent with your request. The enclosed review milestone schedule for the review of TSTF-425, Revision 1 has been established, and Technical Assignment Control (TAC) MD5711 has been assigned for this task.

Should circumstances lead to anticipated or actual schedule slippage, the causing party should promptly inform and coordinate with the other party to reach a new agreement and publish an appropriately revised schedule. This is of particular importance in connection with TSTF response to NRC staff requests for additional information (RAIs) as failure to provide a timely responsive reply, in accordance with the agreed schedule, or to successfully negotiate a revised schedule, may result in termination of the review process and closure of the TAC.

Early completion of any activity will not necessitate schedule revision. Schedule revisions will be published by letter similar to this and will remain in effect unless superceded by another published schedule. The current published schedule will be posted to the NRC Inspection Technical Specifications Branch (ITSB) web page.

TSTF Mr. Theodore R. Tjader (301-415-1187; Email: TRT@nrc.gov) has been assigned as the Technical Specifications Branch (ITSB) project lead. Please contact Mr. Tjader in coordinating activities specific to this review. Mr. Ravi Grover may also be contacted at (301) 415-2166 or RPG@nrc.gov in the event Mr. Tjader is unavailable or should you have questions or need further information in connection with the TSTF traveler review process or other ongoing TSTF traveler reviews.

Sincerely,

/RA/
