CLOSEOUT REPONSE TO GENERIC LETTER 2006-01, "STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS" (TAC NOS. MD0072 AND MD0073)
Dear Mr. Blevins:
On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications
[TSs] (Agencywide Documents Access and Management System (ADAMS) Accession No. ML060200385). This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.
By letter dated February 16, 2006, TXU Generation Company LP, the licensee for Comanche Peak Steam Electric Station (CPSES), Units 1 and 2, submitted a response to GL 2006-01 (ADAMS Accession No. ML060530381). In that response, the licensee stated that by application to the NRC dated December 16, 2005, the licensee requested changes to the TSs for CPSES, Units 1 and 2,to adopt the alternative TS requirements for ensuring SG tube integrity (ADAMS Accession No. ML053620367). The new TSs were modeled after TS Task Force (TSTF) Traveler, TSTF-449, Steam Generator Tube Integrity (ADAMS Accession No. ML051090200). The original application was supplemented by a letter dated June 7, 2006 (ADAMS Accession No. ML061710137). On September 12, 2006, the NRC staff issued Amendment No.128 to the CPSES, Unit 1 Facility Operating License, and Amendment No. 128 to the CPSES, Unit 2 Facility Operating License which approved new SG TSs (ADAMS Accession No. ML062340057).
M. R. Blevins The NRC staff finds that the licensees adoption of new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01.
