ASSESSMENT FOLLOWUP LETTER - COOPER NUCLEAR STATION

Dear Mr. Minahan:

On May 4, 2007, the NRC staff completed a quarterly review of Cooper Nuclear Station. The assessment evaluated the performance indicators and inspection results for the first quarter of calendar year 2007. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for a future inspection at your facility.

Overall, Cooper Nuclear Station operated in a manner that preserved the publics health and safety and fully met the cornerstone objectives. Plant performance for the most recent quarter of the assessment cycle was within the Regulatory Response Column of the NRCs Action Matrix based on the Mitigating Systems Performance Index for Emergency AC Power System crossing the threshold from Green to White in the first quarter of calendar year 2007. All inspection findings for the assessment period indicated performance at a level requiring no additional NRC oversight (Green).

Specific events that contributed to the Emergency AC Power System Performance Indicator crossing the Green/White threshold included: (1) on December 30, 2004, Emergency Diesel Generator 1 failed during a monthly surveillance test because of a failed lube oil sensing line; (2) on February 7, 2005, Emergency Diesel Generator 1 failed during a sequential loading test because of a diode failure that resulted in the loss of 125 Volt DC control power; and (3) on January 18, 2007, Emergency Diesel Generator 2 failed because of a faulty voltage regulator card.

As a result of the White Performance Indicator we plan to conduct a supplemental inspection using Inspection Procedure 95001, ?Inspection for One or Two White Inputs In a Strategic Performance Area during the week of September 10, 2007. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition and cause are identified, and the corrective actions are sufficient to prevent recurrence.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
