ASSESSMENT FOLLOW-UP LETTER - R.E. GINNA NUCLEAR POWER PLANT
Dear Mrs. Korsnick:
On May 4, 2007, the NRC staff completed, as part of our quarterly review, an update of our safety performance assessment of the R.E. Ginna Nuclear Power Plant (Ginna). The assessment included an evaluation of performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of the results of our safety performance assessment and our plans for a future inspection at your facility. This letter supplements our annual assessment letter issued on March 2, 2007.
As part of our review of Ginna's safety performance, we noted that the result for the Emergency Response Organization (ERO) Drill Participation PI has transitioned from Green to Yellow in your April 2007, quarterly PI submittal. As a result of our review, we have assessed Ginna's safety performance to be in the Degraded Cornerstone column of the NRCs Action Matrix.
Our assessment included consideration of your letter to me, dated April 24, 2007, describing the basis for Ginnas ERO Drill Participation PI rating. In your letter, you indicated that your organization qualified a number of personnel for the position of control room communicator, a key ERO position, within a single calendar quarter. However, these personnel were not provided an additional drill or exercise opportunity to be credited in the PI calculation, which caused the PI to transition to a Yellow rating. We also recognize that you determined that your organization has a sufficient number of trained and proficient communicators, and therefore the ability to staff the ERO was not adversely impacted. Notwithstanding these considerations, the NRC has concluded that Ginna's safety performance is in the Degraded Cornerstone column, consistent with the NRC's Reactor Oversight Process guidelines.
This change in safety performance from the Licensee Response column to the Degraded Cornerstone column results in a corresponding increase in the NRCs inspection oversight at Ginna. Therefore, we plan to schedule and conduct a supplemental inspection using Inspection Procedure 95002, "Inspection For One Degraded Cornerstone Or Any Three White Inputs In a Strategic Performance Area," when your staff has notified us of your readiness for this inspection. This inspection is conducted to provide assurance that the root and contributing

causes for the risk significant performance issues are understood, to independently assess the extent of condition, to independently determine if safety culture components contributed to the performance issues, and to provide assurance that the corrective actions are sufficient to prevent recurrence.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
