Dear Mr. Skolds:

The U.S. Nuclear Regulatory Commission recently received information concerning activities at the Oyster Creek Nuclear Generating Station. The details of this concern are provided in the enclosure to this letter.

We request that you conduct inspections or investigations as necessary to reasonably prove or disprove these concerns and request that you inform NRC Region I, ATTN: Mr. David J. Vito, within 30 days of the date of this letter of the details of your resolution of this matter.

NRC review of your response will include whether: (a) the individual conducting the investigation was independent of the organization affected by the concern; (b) the evaluator was proficient in the specific functional area; (c) the evaluation was of sufficient depth and scope; (d) appropriate root causes and generic implications were considered if the concerns were substantiated; and (e) the corrective actions, if necessary, were sufficient.

If you request withholding of such material, CERTIFIED MAIL RETURN RECEIPT REQUESTED

NOT FOR PUBLIC DISCLOSURE Concerns have been raised about the level of fatigue plant employees have experienced due to the large increase in work hours, the changes in the normal types and patterns of work they perform and the lack of time off while they covered for the bargaining unit employees that went on strike. While the strike ended on August 7, 2003, these personnel are not yet scheduled to return to a normal work schedule for several weeks. Specifically, based on external observations of site engineering/environmental personnel, the staff supporting plant operation during the strike appeared tired and fatigued.
