SUMMARY

OF MAY 8, 2007, MEETING WITH I&M, ON STATUS AND ISSUES RELATED TO DCCNP IMPLEMENTATION OF GENERIC LETTER 2004-02 (TAC NOS. MC4679 AND MC4680)

On May 8, 2007, the Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of I&M at Nuclear Regulatory Commission (NRC) Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the current status of activities at DCCNP to address Generic Letter (GL) 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design-Basis Accidents at Pressurized-Water Reactors. A list of attendees is provided as Enclosure 1. The licensees handout material has been docketed and is publicly available at Accession No. ML071280787.

The licensee presented a brief overview of previous correspondence with the NRC on the sump debris issue, including a letter dated July 28, 2006 (Accession No. ML062020768), by which the NRC granted the licensee an extension to the GL 2004-02 closure deadline to complete installation of required physical modifications to DCCNP Unit 1. The chronology also established that with the completion of the fall 2006 Unit 1 refueling outage, actions required to obtain the extension had been met.

The licensee presented the scope of physical changes required to respond to GL 2004-02, including the replacement of main sump screens and trash racks, the installation of new recirculation sump level instruments, the installation of a remote strainer assembly and interconnecting waterway, the installation of various debris control features, and the implementation of various debris reduction measures. The licensee discussed the current status of these changes in each unit, and reported that Unit 2 modifications are on schedule to be completed during the fall of 2007, and that Unit 1 modifications are on schedule to be completed during the spring of 2008.

The licensee presented the scope and schedule of analysis and testing efforts required for closure of GL 2004-02, and of programmatic changes required to control the configuration of containment systems, structures, and components in accordance with the new licensing basis requirements being established through GL 2004-02.

The licensee then outlined the scope and schedule for proposing changes to DCCNPs technical specifications: (1) a revised description of the sump strainer configuration; (2) the establishment of new sump inspection requirements; and (3) the establishment of new surveillance requirements for the inspection of certain containment drain pathways. Other related licensing issues and a proposed milestone schedule were also presented and discussed.

The licensee provided an overview of what are currently considered unresolved issues in DCCNPs sump debris project: (1) the impact of chemical effects testing on strainer qualification efforts; and (2) the impact of downstream effects testing on the qualification of emergency core cooling system and containment spray system equipment that comes in contact with recirculated sump liquid. Results in these areas are not expected to be available until the fall of 2007.

In response to uncertainties that could challenge strainer qualification, the licensee proposed to implement the methodology in Nuclear Energy Institute (NEI) guidance report entitled Pressurized Water Reactor Sump Performance Evaluation Methodology (Accession No. ML041550279), and indicated that further dialog with NRC staff may be necessary to achieve effective and timely implementation, particularly with respect to the licensing requirements.

In response to uncertainties that could challenge components downstream of the recirculation sump strainers, the licensee similarly indicated the need for dialog with the NRC staff, especially in the event that plant modifications are determined by downstream effects analysis and testing to be required.

The licensees schedule for complying with GL 2004-02 includes proposing an amendment to the DCCNP Technical Specifications (TSs) by June 30, 2007, completion of all Unit 2 physical changes required to achieve required sump performance by the end of the fall 2007 refueling outage, and submittal of the supplemental response to GL 2004-02 by December 31, 2007. The licensee stated that at this time administrative controls would be put into effect to ensure compliance with proposed TSs and programmatic requirements until such time that the NRC completed its review and approved the proposed TSs changes. The licensees schedule proposed April 30, 2008, as the date by which the proposed license amendment would receive NRC approval. The licensee proposed that implementation of these requirements would occur 60 days after completion of required physical changes to Unit 1 (i.e., spring 2008).

At the conclusion of this meeting, NRC personnel noted that they have the following actions:

(1) To determine the acceptability of delaying formal implementation of the new GL 2004-02 licensing requirements in Unit 2 until after physical changes to Unit 1 are complete, plus 60 days.

(2) To verify whether NRC approval is needed to implement the alternate methodology in Section 6 of the NRC Safety Evaluation (Accession No. ML043280641) for NEI guidance report entitled Pressurized Water Reactor Sump Performance Evaluation Methodology.

(3) To review the acceptability of continued use of trash rack and screens in the current DCCNP TSs to describe equivalent features of the new recirculation sump strainer assembly currently installed in Unit 1.

Licensee personnel noted that they have the following actions:

(1) Review applicability of certain strainer design criteria to DCCNPs vented sump configuration.

(2) Transmittal to NRC of the strainer vendors strainer performance test protocol.
