SUBJECT: CATAWBA NUCLEAR STATION - NRC EXAMINATION

REPORT 05000413/2007301 AND 05000414/2007301

Dear Mr. Morris:

On March 29, 2007, members of your staff administered an NRC Reactor Operator (RO) written

retake examination to one employee of your company who had reapplied for a license to

operate the Catawba Nuclear Station. The NRC waived the operating examination since the

individual passed that portion of the test during the initial examination. The examiner discussed

the examination questions and preliminary findings with those members of your staff identified

in the enclosed report.

One RO applicant passed the written examination. There were no post examination comments.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter

and its enclosure will be available electronically for public inspection in the NRC Public

Document Room or from the Publicly Available Records (PARS) component of NRC's

document system (ADAMS). ADAMS is accessible from the NRC Web site at

SUMMARY OF FINDINGS

ER 05000413/2007301, 05000414/2007301; 03/29/2007; Catawba Nuclear Station; Licensed

Operator Examinations.

The NRC examiner conducted an operator licensing retake examination in accordance with the

guidance in NUREG-1021, Revision 9, Operator Licensing Examination Standards for Power

Reactors. This examination implemented the operator licensing requirements of 10 CFR

§55.41.

Members of the Catawba Nuclear Station training staff administered the Reactor Operator (RO)

written retake examination on March 29, 2007. The McGuire Nuclear Station developed the

written examination outline which was used for both the McGuire initial examination and the

Catawba retake examination. The Catawba Nuclear Station used a portion of the McGuire

written examination and then modified examination questions and added new questions to

address the subtle differences between the two sites. Since both written examination outlines

and approximately 25% of the examinations were similar, they were administered

simultaneously.

One RO applicant passed the written examination and was issued a license. There were no

post examination comments.

No findings of significance were identified.

4. OTHER ACTIVITIES

4OA5 Operator Licensing Initial Examinations

a. Inspection Scope

Efforts for the McGuire Nuclear Station initial examination were utilized by the Catawba

Nuclear Station during the developed of the retake written examination. The McGuire

written examination outline was used for the Catawba examination development.

Catawba used the McGuire written examination and modified it as appropriate to

address differences between the two sites. The written examination was developed in

accordance with NUREG-1021, Operator Licensing Examination Standards for Power

Reactors, Revision 9. The examiner reviewed the proposed written examination.

Examination changes agreed upon between the NRC and the licensee were made

according to NUREG-1021 and incorporated into the final version of the examination

material.

The examiner reviewed Catawbas examination security measures while preparing the

examination to ensure examination security and integrity complied with 10 CFR 55.49,

Integrity of examinations and tests.

The examiner evaluated one RO applicant who was being assessed under the

guidelines specified in NUREG-1021. Members of the Catawba Nuclear Station training

staff administered the written examination on March 29, 2007. The evaluation of the

applicant and review of documentation were performed to determine if the applicant,

who applied for a license to operate the Catawba Nuclear Station, met the requirements

specified in 10 CFR 55, Operators Licenses.

b. Findings

No findings of significance were identified.

The NRC determined that the licensees submittal was within the range of acceptability

expected for a proposed examination. One RO applicant passed the written

examination.

On April 23, 2007, the examiner discussed the examination and preliminary findings

with Mr. Brewer, Operations Training Manager, and members of his staff over the

phone. The examiner asked the licensee whether any material reviewed during the
