Dear Sir or Madam:

The reference letter transmitted the results of NRC Inspection Report No.

5000361/2007402 and 5000362/2007402 to Southern California Edison (SCE). The reference letter included a Notice of Violation which identified two violations of NRC regulations, and required SCE to provide a written response within 30 days of the date of the inspection report. The enclosure to this letter provides SCE's response to the Notice of Violation. Because the enclosure to this submittal contains security related information, SCE requests the NRC withhold the enclosure from public disclosure in accordance with 10CFR2.390.
