May 3, 2007 Mr. Thomas D. Walt, Vice President H. B. Robinson Steam Electric Plant, Unit No. 2 Carolina Power & Light Company 3581 West Entrance Road Hartsville, South Carolina 29550-0790

SUBJECT:

NRC RECEIPT OF H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 RESPONSE TO GENERIC LETTER 2006-03, POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS (TAC NO. MD1624)

Dear Mr. Walt:

The Nuclear Regulatory Commission (NRC) acknowledges the receipt of your June 8, 2006, response to Generic Letter 2006-03, "Potentially Nonconforming Hemyc and MT Fire Barrier Configurations." Under oath or affirmation, you have stated that H.B. Robinson Steam Electric Plant, Unit No. 2 (HBRSEP2), does not rely on an MT fire barrier system to separate redundant trains located within a single fire area. You have also stated that a Hemyc fire barrier system is used at HBRSEP2, that these barriers have been considered inoperable, and that compensatory measures have been taken in accordance with HBRSEP2's fire protection program. You further stated that the Hemyc fire barriers will be replaced by December 1, 2007, with a fire barrier system that has been tested and qualified in accordance with current NRC guidance (Generic Letter 86-10, Supplement 1). You have also stated that there are no other 1 or 3-hour fire barriers that are used to separate redundant safe shutdown trains located within the same fire area.

Based on your statement that the nonconforming conditions will be resolved by December 1, 2007, no additional information is required. The planned modification will be subject to inspection during the normal NRC inspection process.

Sincerely,

/RA/
