ASSESSMENT FOLLOW-UP LETTER - NINE MILE POINT NUCLEAR STATION
Dear Mr. Neitmann:
On March 30, 2007, the NRC staff completed, as part of our quarterly review, an update of our assessment of Nine Mile Point Nuclear Station (Nine Mile Point). The assessment evaluated performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of your safety performance during this period and our plans for a future inspection at your facility. This letter supplements our end-of-cycle assessment letter issued on March 2, 2007. On March 13, 2007, the NRC staff forwarded a letter concerning the final significance determination of a White inspection finding. This finding involved your Licensed Operator Requalification Training Program. Specifically, the annual dynamic simulator exam integrity was unintentionally compromised at Unit 1 for calendar years 2005 and 2006, since the process used to select and validate the simulator exam scenarios resulted in the licensed operators being knowledgeable of a significant portion of the exam prior to its administration. When this concern was identified in 2006, you promptly re-administered valid exams and established plans for longer term corrective actions. As a result of our review, we have assessed Nine Mile Point Unit 1 performance to be in the Regulatory Response column of the NRCs Action Matrix. Based upon discussions with your staff regarding your readiness by August 31, 2007, for the NRC to conduct a supplemental inspection, we plan to conduct supplemental inspection 95001 beginning on November 5, 2007. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
