March 22, 2007 Mr. Christopher M. Crane President and Chief Nuclear Officer Exelon Generation Company, LLC 4300 Winfield Road Warrenville, IL 60555

SUBJECT:

LASALLE COUNTY STATION (LASALLE), UNITS 1 AND 2 - MEASUREMENT UNCERTAINTY REVIEW AND ALTERNATIVE CALCULATION RELATED TO LASALLE ULTIMATE HEAT SINK AMENDMENT DENIAL On November 3, 2006, the Nuclear Regulatory Commission (NRC) issued a denial of Exelon Generation Companys, LLC (EGCs) ultimate heat sink license amendment request, Request for a License Amendment to Technical Specification [TS] 3.7.3, Ultimate Heat Sink, dated March 13, 2006. On January 24, 2007, EGC responded to the denial with a letter requesting a public meeting, which was held at NRC headquarters in Rockville, MD, on January 26, 2007.

During that meeting the basis for the NRC staffs denial was discussed, including an uncertainty calculation prepared by the NRC staff.

In addition to the uncertainty calculation contained herein, the NRC staff is preparing a response to the areas of concern EGC had raised, both in January 24, 2007, letter and in the meeting on January 26, 2007. Specifically, EGC is concerned that the NRC is challenging the current design and TS licensing basis of the LaSalle circulating water system. Additionally, EGC questioned if the NRC staff changed its position on the required measurement uncertainty methodology for non-safety related indicating loops.

The NRC staff will provide an additional response with respect to the areas of concern articulated by EGC in the letter dated January 24, 2006, Response to LaSalle County Station, Units 1 and 2 - Denial of License Amendment, prior to the April 5, 2007, followup meeting.
