SUBJECT:

REVIEW OF OYSTER CREEK LICENSE RENEWAL APPLICATION

Dear Mr. Dyer:

The review, by The Nuclear Regulatory Commission (NRC), of the above application is faulted and incomplete. Cite the following:

1.

The required public hearings have been woefully incomplete. Many concerned, and affected people, have not been able to participate in these hearings. Take me fo example.

I live about three miles from the Nuclear plant. I am disabled. I cannot drive a car; I cannot walk. I am confined to a wheelchair. I am unable to attend, and participate, in the public hearings. There are hundreds of elderly, similarly disabled people unable to express. their, concerns about.the plant,, particularly about e yacuation. We would be difficult, if not impossible, to evacuate. -Are we doomed?..

2.

The law specifically calls for drills to prepare people for possible evacuation. I have lived in the area for 40 months and have never participated in, or even heard of a drill. No one knows the siren code signifying the directive to evacuate. I've polled my neighbors, and none of them have ever heard of a drill.

3.

We have had a very knowledgeable and experienced nuclear engineer at Oyster Creek -

Dennis J. Zonnoni. He was inappropriately dismissed from his position by an anonymous source at the NRC.

The NRC is not behaving appropriately - not "by the book." Kindly take charge and address the items listed above. Let me know the results of your actions.

Sincerely, cc:

Neil Sheehan (NRC)

Kent Tosch, Chief, NJ DEP; Bureau of Nuclear Engineering The Honorable James. Saxton, US House of Represerntatiyes
